Hand brake replacement?

Well my car wont pass inspection because the hand brake doesnt lock it works, it holds the vehicle but it wont lock the part is 54 bucks but 200 to have a shop do it i dont have a job so i have to do...

I had a glass pack put on for sh*ts and giggles and it sounds pretty good and surprisingly it is not crazy loud. sounds deep and throaty like my friends 305 only at idle though
