ok, Hahn Racecraft just got back to me, here's a cut/paste of that email:

Which is the usual price for a solid turbo kit, and the reason I started researching the true cost of building one.

RSM is offering a Ecotec turbo kit also for (3,999?) without as good of parts in it as Hahn's.

OR, you can have one custom built and probably save $1,000 or so.
