Headlights oh the horror

OK everyone. I was putting in my new bulbs today, the same ones my dad has in his car. His are blue as hell and look like HIDs infact i thought i was looking at a car commin tward me with HIDs untill it passed and i realived it was my father. OK anyways, so i get the same ones and put them in mine, and when i turn them on they are white at best, but i noticed it wasntt he bulb it was my headlight lenses. There not yellowing they look like they have tiny little fine cracks in them, anf there is somthing that is like chippin and scraching off like they ahve been clear coated before(which i doubt.) Anyone know how to fix this without new lenses?
