ok so i really can't see anything that could make the fogs not work. as far as the cat not shutting off, thats effed up man. maybe your key cylinder is going out, but i think its a separate problem than your fogs for sure. i guess disconnecting that batt was needed as a last resort here probably, but having no buffer between the voltage coming out of the alt and the rest of the system= bad idea.
