I know they do exist for pre OBD2 cars. A buddy of mine has a chip in his 95' Mustang. BUT it actually interacts directly with the ECU not just messing with an O2 sensor.
And its not just some idiot in his basement that just puts a resistor in a little black box and makes rediculous claims. So yeah, performance chips DO EXIST for other cars. I've personally only seen them for older cars because cars nowadays can be easily be tuned through the OBD2 port. There is OBD1 tuning for some of those older cars as well, but its not as common as OBD2.
