Testing in boiling water is difficult. The best way to see if it is opening is to thread a string thru the valve and suspend the thermostat in a 50/50 coolant water solution. The thermostat will fall off the string when it starts to open. This would be at 195 +/-3 degrees. It is also hard to get a good measure of water temperature at the mid-depth area of the thermostat.
I suspect the thermostat is operating correctly
