when I still had my alero, my power steering was noticeably louder when it was really cold... my mechanic said it was a combination of the fluid being much more viscous so its harder for the pump to move it and also he said since my car was higher in miles that my power steering rack was more worn and the internal seals are not as good, especially when cold. I'd say that maybe change out the fluid with a new, high quality fluid and see if that helps
