Almost everything made my Wagner is crap, even when it was made in USA.

In so far as brake pads, I still have my original ones on the car at 32K miles. When I need to replace them, I will buy whatever I can find that's made in USA. I actually prefer ones that are sufficiently soft as to not potentially damage toe rotors, since that way I can change out the pads without having to resurface or replace the rotors. At 208K miles, my Escort still have the original rotors, and they are perfectly fine and withing specs for thickness (never been turned). Besides that, brake pads are usually very easy to change out.
