The simple answer to this question is yes, there is a region of the SCCA or NASA that is prolly within no more than 100 miles of you wherever you are. Check out their websites (don't have a url, should be easy to find) for more info. Autocrossing can be done in a parking lot anywhere, so you don't have to have a dedicated track for it.
