No, it shouldn't be connected to anything.

Should just be a vent or an overflow. Which doesn't make much sense for there to be a "pressure cap" (10 or 15 psi) on the coolant tank if there's an open-air vent off the side of the coolant reservoir. Anyone wanna take a shot as to why it's there?

Most of the coolant in the system is in the radiator, heater core, etc...not in the tank at any given time. It's really just an overflow tank. Gotta have extra coolant in the system to keep air out of it and keep pressure the same.

As for the coolant problem, I assume you've got some on the ground, right? Where's it seem to be coming from?
