Yeah, if I get a dash cap I am going to cut the places where it is lifted and glue those down real good (probably with construction adhesive) and let that cure before installing the dash pad. Seems pretty obvious to me that if you are going to glue something to the existing dash pad, that you need to glue it to something that is attached good.
