Magnaflow CAT problem

So after waiting a week for my new stainless magnaflow CAT, it arrived with a stray tach weld, right on the O2 sensor threads. I dont know if i'll get anything back on it, or i'll probably have to pay shipping to get an exchange.
Has anyone ran into this before? Is there a good way to clear it. I may have to rent a tap, but i dont know if that will chase it out.

First contact the seller, by phone, if possible, then ask if it's ok to try to repair it. That's what I did recently with a water pump I got from Jeg's. Then if you mess up, you should still be able to return it.

It is new, lots of weld splatter. Mad me sad in my pants. Although my car now works. I chased out the weld with a file. I'm still filing a complaint with these pics though, Because really? This looks like new JUNK.
