^behind the steering wheel air bag. its how all the wires can run into the steering wheel without getting all bent and kinked. also contains your horn switch.

GMPartsDirect.com is pretty useful. All I did was go to the Catalog, put in 1999 Oldsmobile Alero, search for "clockspring" and up came a list of all the different ones that fit.
