it was idling at about 1100rpms then cause its so cold out. when it drops to 900 its rougher.

ouch man..2.25?..you DO have the stage 2 cam, yes?
Didn't mean to sound sarcastic, but I would recommend you open her up to at least a 2.5"
If you go overboard (like 3") you may lose backpressure, so you dont wanna go too big unless you're boosted.

dude rather than new exhaust just do a cutout. That way when you want it you can be quiet, and when you need it you can uncork it.
