well its a support for something that has room to wiggle or rattle, cause the hole is pounded out some. and from the looks of how big the welded nut is, it could support something fairly heavy.

How do you tight a part like this? I mean the nut looks like it is welded to the rest of the piece. weird.

You tighten what goes in it...looks like a bracket for something, If you didn't have it before you did the work on the car and you do now....it may very well be off the car.

i'm pretty sure it is. but it could have been in my tool chest.

doubtful, since i rarely work on anything w/ metal of that gauge.
