do you know if it is rear or front parking brake? and is it 4 wheel disc brake? or drums in the back, and what year is your model and the engine size?

I'm not sure about the ebrake. But if you say the seat is off the track you may have to just remove it and re-install it. I've never taken the power seat out of an Alero, but I know on any other car I've worked on there's usually 4 bolts holding the seat in place and usually with any kind of plug or controls there's a cable with a few wires and a push-release plug on the end. If you can take the seat out of the car and send a few pictures of the seat with rail we can probably help you figure out what's wrong with it more easily.

dont know if this is going to help, but you can probably see this diagram and it should look the same on your alero, if it is then it is rear e-brake..

or try doing this.. but not sure if it will work

Vikz99, what do you mean by "rear e-brake"? All cars have the parking brake in the rear.

Miller, if it's not clicking in place, there's a problem with the ratcheting mechanism in the handle assembly...you'll have to take the console off to see into it to find out what's wrong. There will be a spring-loaded catch that fits into stationary teeth when you pull up the handle. When you push the button in, it moves the catch so that it won't land in the teeth so that you can put the handle back down. The catch is probably stuck in a way that won't let it engage the teeth at all.

Not that it's relevant to this thread, but 1987 and earlier Saab 900s and 99s used the front brakes for the parking brake.

But if your handbrake isn't latching correctly, It is most likely in the mechanism inside the car. I've had that happen on my Beretta. It's usually fairly easy to see what's wrong with it when you get it apart. In the case with my Beretta, the whole plastic piece that has the button attached to it broke and had to be replaced.
