Camshaft cover stuck!!

I am trying to remove the intake camshaft cover and I followed the instructions to the letter but it wont come out. Its stuck on the passenger side by the timing chain cover. Its completely loose but it wont come out of there. Any thoughts or ideas?

THe timing chain cover, camshaft sprockets, timing chain, tensioner, and camshaft housing have to be unbolted and removed or moved out of the way. There are 4 bolts that hold each camshaft tower to the timing housing. You can't just unbolt the camshaft housing cover and take it off without doing all of this extra work. Kind of annoying.
