I didn't read the entire thing, but exhaust tubing? Painting the INSIDE of the piping (not only a bad idea, but I'd like to know how that's possible)

Exhasut tubing is heavy, surface rusts easy, which includes the inside of the pipe.

You're going to spend more money doing this that you think

Umm, you take aluminum piping, TIG weld it together using the right bends in the right places, clamp it to the throttle body with a silicone coupler. Not really much more intensive than that...

yeah, painting the inside would only leave the ability for it to peel off and go directly in the motor. just silly.

just go to autozone or pep boys and get some intake piping and make ur own. It will be a lot cheaper. Also get an K&N air filter.
