Steering

Ok I don't know what is wrong with my car I can't see anything but I sure can hear it! When turning it sounds like my right front tire is like hitting something plastic like bending the plastic around the wheel well. I can't see anything hitting it but another thing is that when I poped the hood and turned the steering wheel this black tube started moving which I never noticed before, and when turned all the way to the right or left then that same tube, starts to make a whissing like noise. I tried to just kinda "drive it off" but it only contnuied to get worse. Has this happened to anyone before, and is so what did you do?
