Taking out the fogs will not get you better airflow..... just two holes, unless you are planning on running a cold air intake...
As far as mods, what are you wanting to do? Going for more power, or looks?

If performance, the biggest bang for buck would IMHO be the cat back exhaust.
For looks, its kind of hard to do anything on a budget, wheels, body kits, and drops can be quite expensive.
You could also keep working on your audio, replace the door speakers, and add tweeters if you don't have them (don't bother on rear deck speakers). Once you get a bit more money, you can add the subs, and and you should have a decent sounding sound system.

Performance....
research, research, research. SOOO much money can be wasted on pseudo performance stuff when you haven't decided on a direction. Plan what you want to achieve, then buy a piece at a time and build what you can, until you need a MASSIVE revamp (then save and get it done)

NOS is a very bad idea you can blow an engine very easily. I say start with Rims, Springs, Struts, and Exhaust and a WAI or CAI. Also id u want to make REAL HP you can save your cash and supercharge or Turbo.

Before you think about modding-think about your ability: financial or mechanical to keep the car running. Being 16, if this is just pit stop on the way to finding the car you really want you may just want to keep her clean and enjoy the ride.
Performance: start with a CAI. Look on ebay.
Looks: gauge overlay or the HIDs are a good start. Or the grill mesh.
Search for all for info.

QFT! Save your money. Drive safe. Browse around the boards here, check out other people's rides and develop your own ideas. There is so much that can be done, that if you just take all of our suggestions, you're gonna burn through all your money, and end up with a not-so-great car.
but if you're doing performance and looks, I suggest performance first. I find that the feeling of an improved ride is greater than looking at your car and being "aww cool!" for a while.

So nitrous isn't real HP? And if he keeps it low like a 35 shot he won't have any problems.......
I see your list starts with rims.......

#5 is exactly what I meant. I might be eskimo white, but I keep up with my urban vernacular!
