I'm thinking MAF or Crank sensor. Is the car stock? Access to HP Tuners or Tech 2 by chance? Check exhaust connections between head and O2 sensor as well. You may have an exhaust leak making the O2 read lean when it is actually not lean in combustion. O2 thinks your lean and adds fuel, you go rich and it pulls fuel, oscillating idle will ensue if that is the case for sure

When did this start? Or have you been doing all of the above chasing this issue?

The car was running fine but started hard then few days later thus happened runs like crap sounds like I have a built motor Lol but my AF/r reads 11.5 to 11.7 when I put it to the floor and stays and usually before this it jumped allover but now when I let off it drops and hits 20.0 and my gauge starts blinking saying I'm at20.0 and then when it sits for 15 to 20 min it takes 3 times to start vacuum is now 25 at idle just went to George Webb's for dinner ran fine for a few min then started cutting out then went on an back road it started to sputter and I gave it hell put it to the floor and did about 70 let off and idled in nuetural till the stop sign idled fine for a few seconds put it in drive then it started acting up again ima get another idle air control valve and ima get another fuel filter ima flush out the gas lines if I can figure a way out and then run some 89 threw it and maybe some Lucas fuel cleaner worked well in the winter and ima pull the fuel rail and blow it out and check out my injectors see if that gets me any where

Im thinking a sensor...?
My thoughts are, tps, iac, maf... Do cheap/free fixes first. Start by cleaning maf with maf cleaner.
I believe a bad maf makes for hard starts.
Tps and iac can cause idle issues.

Everything your saying says leak after the MAF man. Unmetered air getting in somewhere. How's the pipe between egr and manifold? Can of brake clean is in order at this point. Fire it up, spray around intake with brake cleans until you hear the engine idle up on its own and you'll have found your leak

Got a way to scan your IAT sensor running? Sounds like the car "thinks" it's much colder than it really is if you are not finding a leak. Like said above, the TPS or MAF could be doing this too man. Be nice to see a scan of it. Know anyone with HP Tuners? You can scan and save the log without having to put credits on it, and would be the best for us to see what it is doing if possible
