I was looking for two wipers to replace my single one this week.

I asked the dealership how much they wanted for two new ones and they said 100 dollars, I said no and went to the junkyard and they wanted 20 for a pair. I thought 20 was a lot still but took them anyway.

however, here's my question. They've been sitting around for a while i'm assuming and they're getting a little bit of rust here and there on them and some of the black paint is coming off. Anybody know how I can fix em or what kind of paint I should use?

sand 'em down and shoot 'em with an outdoor spraypaint...black is the color of choice, but tasteful creativity is allowed. i'm sure rustoleum would work very well here

Spray paint.

Can be bought just about anywhere

ok, got em painted and everything now, but I ran into a problem.

The old one won't budge, I've tried just about everything with it and it still won't budge, it's rusted on. Any ideas on how I can get it off without breaking anything?

try liquid wrench or some other lubricant.

you could try using a battery terminal puller, usually in the battery accessories section of a parts store...looks like this
