When I put in my strut tower bars I made sure that there wasn't any slack left in them at all and they wouldn't move. However, the guy that lowered my car at the speed shop said that there should be some movement in the bar.

I have the ones from PFYC that have those ball bearing like things in the joints.

If you leave slack they will rattle like hell!

I put outward pressure on mine, I feel a huge difference in control, no rattle, but mine creek at low turning speed, I ignore it though(they just work to well)

Yeah, mine don't rattle, but theres a little bit of play in them. Either way, it's still a lot better then stock.

when I first put mine on I left them fully relaxed, and on mildly rough road they drove me crazy, I've been considering having the them welded solid, and reinforcing the boltdown plates.

It was suggested by someone on this site to put outward pressure. I hope that helps?
