Rubbing Noise

Recently ive noticed when im going about 10-15 km/h there is a rubbing noise coming from on of my wheels. (sounds like the front). The noise seems to go away as soon as i pick up speed. I put my hand on all 4 rims to see if one was hotter than the other and i couldnt notice anything. (i was guessing it was a warm bearing). Neither router seems hotter than the other either. Im quite sure its not the brakes either because it happens when the brakes are off as well as on, and i recently had them done anyways.
