Rust under rear bumper

Well I knew the time would come when I would find some rust somewhere on the car. I knew the time would be sooner or later living in up in the northeast with the constant rain and snow. No pictures at the moment but just wanted to see if anybody had an idea of how to fix it.

cheap fix.....sand and cut out rust and bondo/filler.
or
sheetmetal welded in to replace rusted section after cutting all out.
body shopped charged me 500 to cut out a section on the driver rear quarter panel and underneath, replaced and primed. (not painted)

It is under the rear bumper just want to handle it before it rusts through and is visible.
