For hard-to-reach places. Slip insert over line. Hold hose from left, push insert far in as possible from right. It'll go in farther than in the pic:

Slip 28mm tube cutter (with blade removed) over line, snug against insert, tighten cutter to line. Grip cutter with R hand, twist and pull hose with L hand:
