headlight trouble

So first i noticed that one of my hids were brighter then the other, and it turned out that the ballast was sparking everytime it hit metal, so i wrapped it in plastic. BUT
I noticed on the other side, with the daylight running headlights, one is significantly less bright. But when i go to the hids they are fine.
Its the driver side headlight daytime running headlight that is really weak.
Anybody ever experience this? Any ideas?

the drl operates on the High beam circuit, but a lesser voltage...
not on the low beam, it gives you an idea on what electrical circuit to check at least...
