I got mine on sale at Discount Tire, they were having a "sidewalk sale" and they were $115 instead of $140 each. If you have one near you, go check it out and see what they have, then wait 'till they have a sale. Same deal with Belle Tire, or any place like that.
Have you check the Bazaar here? There's quite a few people selling rims, a couple sets of chrome 18's that are a good deal.
It's hard to find deals on tires, 'cause everyone has to buy them. I got mine wholesale through overdrive's dad. If you have a friend who works at a dealer or shop or something, look into that. Then you'll have to pay for mounting/balancing, but I still saved a bunch of money.

honestly, buying used rims is a much better deal than new... but tirerack.com provides great service. Wheelmax has some sketchy business practices, but I would probably at least consider ordering from there. Discount tire direct is also good from what I have heard. Normally, most places that sell rims locally have a huge markup, and it is not a good buy. Ebay has some good deals sometimes... I got my rims on there for $425 shipped, and ordered my tires separately from Tirerack.
