Weird marks on dashboard plastic

I was cleaning my car and I noticed that my dashboard plastic is getting werid spots on it. I've tried Glass Plus, Rubbing Alcohol, and Miracle Shine, but nothing gets them off.

Anybody know of any other cleaners that might get these spots off?

Should I take the plastic out and just soak it in water?

if those are on the outside simple cleaner is tooth paste
or go to any auto store and buy plastic cleaner and or polish
do the same thing on the inside
