Long story short:

DOT xxxx xxxx ####

For tires made before 2000, the final number sequence is a 3-digit number giving week and last digit of year. (example: 239 = 23rd weekof either 1989 or 1999).

For tires made in 2000 or after, the final digits are 4 numbers long and represent week and last 2 digits of year. (example: 3104 - 31st week of 2004).
