what purpose does the cone over the bulb inside the low beam serve? does it affect how bright it is? if it is taken out, will the lows be brighter/dimmer?

No Idea, but I always wondered what it is for. or maby it has something to do with the Automatic lights.

yeah, it spreads the light around so it isn't as solid of a beam.. and doesn't blind the oncoming traffic.

Don't know about legality, but I would think you would want to leave it in, cause low beams are supposed to be (obviously) low to the ground and you want that light spread over as much of the road surface in front of you as possible. Not to mention not wanting to blind oncoming traffic with your lights.

if you want more obnoxious lights, just turn on your high beams. ;)

lol my 12k H.I.D. kit is pretty bright already....i was just wondering if it had to be there....thanks everyone
