Are you sure the bulb is all the way in/touching? Mine had that problem when my turn signal would randomly blink really fast due to the bulb being slightly loose.

to check your pads take the wheel/tire off
turn the steering wheel so the caliper is closer to you
then look from above to check how much of the pads are left
