Ok neons are meant to be used in all weather conditions, there is no shielding or anything you need to add on, thats why they come with a LEXAN covering over the tube itself. Do this, the wire issue, cut them to an acceptable length but give yourself some play obviously and just tie the excess down to the car so it cant snag anything,

The tubes themselves, its common sense, just dont drive over snow piles or hills, its common sense...If you jump off a hill obviously the tubesa re gonna crack, same thing, if you go over a snowhill or a higher snow pil the tubes are gonna take some abuse. So use your head driving and you'll be fine.
