If its clogged up real good you won't be able to clean it. I guess its hard for me to explain how it works, and how to check it since its more of a visual thing. There is like a sping type thing inside of it that when that clogs it either stays open or shut and doesn't recirculate right. If it's fine, the spingy thing with move up and down with ease, but if its clogged, it will be difficult to move, if at all. I guess you could try some brake kleen on it, but the best thing to do (if thats the problem) is just choke up the cash and fix it. I can't believe how expensive it is for you, when I got an OEM one from the dealer for $65.
