If your brake dust is in fact baked on, which it very well could be, you wont get it off. Like I've mentioned before, I work at a car wash and we detail many cars...our tire and wheels cleaners are 10 times the strength of the cleaners mentioned above, and even we can't get off baked on brake dust.
