They are not in serial. That would be a dumb move from GM (but we all know it wouldn't have been the first one lol)
Did you try to wire something in your car and have possibly grounded a wire by mistake? That could have made a short big enough to screw the lighting, again, this happened to me and only the fuse burnt. I'd try to still change that 10 amp fuse in the passenger side and see what happens.
Also, I know some aleros have a problem with water getting in one of the fuse area, I cant remember if its the passenger one though.
