no... when a decent shop repaints a bumper ... they fade blend it with the rest of the car... which means paint and clear hitting the hood and both fenders alike... you could review some MAACO shops around... they do cheap paintjobs... best suggestion would be to do ALL prep work (sanding, priming, bodywork) and then have them paint and clear... they are quite cheap but dont do door sills and under the hood and such... some people say the paint jobs suck but the ones that suck are becasue they don't prep will IMO. do that for em... and you should have much better luck...
