Question about "how it should be" under the cowl.

OK, so I picked up some gray interior parts at the JY yesterday so pretty soon I'll be putting the interior back together and buttoning the old girl back up. But before I do, I'm having leak issues (passenger side front floorboard). I have read about the seal that needs to be replaced. So I pulled the cowl off and this leads me to my question. This is what I saw with the cowl removed:







Should this be all covered up with tape? I had leak problems with the car years ago when it was brand new. Turned out it was related to the drains from the sunroof. But it took 6 trips to the dealer, each time hearing them say "we fixed it this time!". So I'm wondering if this was one of their "fixes", or if this was the way it came from the factory? Could have also been a body shop thing, since the car has been repaired before. I just need to know if this is something that needs to be replaced when I'm done, or if this is some BS that I should do away with.
