I haven't hook up fogs in a while (a long time) but I would think it's like any other power source.

Hook a wire up to power, one to ground, and one to a switch. You could even hook it up to ign this way you can never forget to turn them off

Fusing it, would be the only way I'd do it

Buy a kit with a relay, you can get power behind the radio and run the wires thru the steering shaft grommet
