Nope, that mainly is about running open header on an N/A car that may be slightly dangerous. Having long piping helps to keep up exhaust velocity and keeps things moving.
Doesn't apply to me anymore though, with a turbocharger, I can run open downpipe and perform the absolute best, since the turbine spinning maintains exhaust velocity and keeps sucking out the engine.
