Are you sure they don't mean "blocking out 70% of the light"?
The law in PA for front driver's and pass window is 30% light allowance or 70% light blockage, which is the same thing
Rest of the car can be anything.
HAHA NJ you are not allowed to have ANY tint on the driver's and pass side front windows.
Here in Philly, tinting the windshield is making a comeback
