Constant power in IS constant power in - as long as the battery's connected, it has power.

The line you're looking for, if I understand you correctly, is INTERNAL to the switch.

But if it helps any ... here's the diagram for a 2000 Alero for the hazard light switch:

From this, you can see that what you're wanting to do (from what you're describing) is handled internally to the switch. And therefore isn't available to you. You'll find on a lot of newer cars, if it's not internal to the hazard switch, it's done by the ECU, so STILL isn't available to you.
