CiscoPath is an unknown quantity at this point
There's a bolt that holds the wiper arms on. They have a black cap on them to keep from rusting. Pull the arms up as if you were cleaning the windshield. Pop off the caps. Unscrew the bolts. Sometimes they slide right off, sometimes you have to wiggle them back and forward, but it'll eventually come off.

so i tried and no luck. i have a 99 gls if that makes a difference. but jujst as you stated the screws were there and i unbolted the nut but the arm will not come off i it may be rusted together but i figured if a pull hard enough it wwould come off but i don't want to risk breaking anything. I tried wd-40 but no luck... any suggestions?

They are a 13mm bolt.

Mine wouldn't budge and I said eff it and went to put in back and when I folded down the arm and unfolded it again, it came off

Powercoating is much better. Spend the money for that, and you'll never have to do it again. Either way, take off all the stuff on the wiper arm (spray nozzles, hoses, etc) If you get them powercoated, you'll have to take them off anyway
