Dash Curlingup Or Blinkers Not Working

i had an 01 grand am gt, basicly the same as an alero, sometimes if you turn the hazzard lights on you can get them to work again, if that doesnt work it could be something in the steering collum, the problem is when u take it to a garage, they have to be not working to find the problem. the labor hours can really rack up

First time seeing this thread and didn't know that it was a general problem. My outer 194 bulbs dont work at all, and depending on whether it pouring down rain really hard or extremely hot outside, they stop working completely. I have a 2000, will they honor a "free" repair since I didn't get a letter?
