um, thats not a cover, that's part of the airbag itself. to remove the airbag you need to unhook the negative terminal and remove the airbag fuses. then, take the glove box out by removing the 6(i think 6) screws. if you look up you should be able to see the bottom of the airbag and the bracket with 4 bolts holding it in. remove those 4 bolts and unhook the connector on the passenger side fuse panel(blue/yellow connector). It may take a bit of talent to get that connector through without moving the dash, mine got stuck, but i was removing the dash anyways.
