wheel wobble when turning

so at first i thought the wheel wobble i was experiencing while turning hard left was just me driving over ice but i just parked on smooth clear pavement and i could feel the wheel wobble like 3-4 times. what could this be? it seems to only happen in the winter (happened alot last winter also).

my alignment is perfect and i just had all 4 tires balanced when i got them changed a month ago. ????

yeah. does it doing sitting still and turnign the wheel or only when the vehicle is moving? also check your power steering, when that gets low it can make your steering wheel "chatter".

usually i will be turning into a parking spot with the wheel almost completely cranked. just replaced the power steering fluid last summer and it's not a chatter, i can feel the wheel moving up and down o.O

also completely unrelated but i don't feel like making a new thread: when i turn my car off, i can hear what sounds like gas running back to the tank, but its loud as HELL. i mean its like GLUG GLUG GLUG. when i first heard it i thought i was losing coolant in massive amounts xD any ideas on that one??
