rear bumper....

how do I get the rear bumper off and what tools do I need? i have some touch up to do where the bumper meets the metal under the gas cap and i think it would be easier to do with the bumper off. also, what is a good rust-preventer to use in areas that aren't seen? i think its rusting on the sheetmetal under the bumper and causing the paint to peel where my car was repaired from some past accident that it was in.
