what kind of metal is that? the type of metal determines what the weld should/will look like, ie. aluminum usually has a raised bead, stainless steel and mild steel usually have welds that are less protruding, then again let me add a side note, this is from two years of working with tig welds and not much experience with the two other types of welds....i agree it looks like a tack weld to me, which in the long run wont matter unless there are extreme stresses put on it, then it wont be that strong, but looks as long as you get it grinded and sanded down it should be fine, granted you didnt burn through the material and got sufficient weld material on there.
