^agreed.. Intake is probably the easiest and cheapest place to start(depending on set-up), second to exhaust

an AEM intake is going to be about that price anywhere you go; if you like paying for a $150 sticker, get it

OK let's break this down better for ya.
Intake and exhaust first, get it breathing better first, try to get a Flowmaster 60. Doesn't sound too ricy on the 4 banger
At least 17 inch wheels, but shop around. Polished OK but no chrome. Chrome is very heavy and you'll need more mods to keep the speed up, if that's the route you're going.
Then after the 17 inch wheels, you can look at a big brake kit. Those kits require a 17 inch or larger wheel to fit behind. Also check out GAGT.com. You can do a Corvette front brake set-up for fairly cheap. Z06 Calipers, 00-05 Impala rotors, and 98-02 F body caliper brackets, probably cost you around $600 to $800 for parts and will look awesome

Lighting, just get Silverstars and be done. eBay style bulbs are too high in wattage and melt your wiring. Don't bother with any underbody kits or crazy LED's. Not worth it IMO
Those wheels are ugly. Personally I like wheels without the rivits, but to each thier own. I almost bought a different set of Kazeras for my car, but right before I clicked "Add to cart" I saw the rivits Any wheel with a 5x114.3 or 5x115 bolt pattern with an offset between +38mm and +42mm will fit. +40mm is the stock offset of the stockers

O yeah I almost forgot, the razzi is more like a ground effects package, it glues onto your stock bodyparts
