That whole bar is just an air deflector to prevent buffeting. The "Velcro" there is most likely just a padding to prevent a rattle. It's hard to tell by the pics.
Also, I'd have to agree that it's probably an aftermarket sunroof. Could tell for sure by an outside pic of it. Or I could check my 1999 Alero brochure in the basement. I'm pretty sure it was never available on the GX.
